BILATERAL RELATIONS

United Arab Emirates has recognized the independence of the Republic of Azerbaijan on December 26, 1991. Diplomatic relations between the Republic of Azerbaijan and UAE was established on September 01, 1992. On June, 1994 Ambassador of UAE in Ankara was accredited to Azerbaijan. On December 13, 1994 within the framework of the Summit of the Heads of States and Governments of the member states of the OIC held in Casablanca the President of the Republic of Azerbaijan Heydar Aliyev met with the President of the United Arab Emirates Sheikh Zayed bin Sultan Al Nahyan. On February 22, 2001 Eldar Salimov was appointed as the Ambassador of the Republic of Azerbaijan to UAE. On June 16, 2001 Embassy of the Republic of Azerbaijan opened in Abu Dhabi. Since January 2016 Dashgin Shikarov is the Ambassador of the Republic of Azerbaijan to the UAE. On October 2011 the Embassy of the UAE was opened in the Republic of Azerbaijan and Salim Khalifa Al Gafli was appointed as the Ambassador of the UAE to the Republic of Azerbaijan. Mohammed Ahmed Hamil Al Qubaisi is the UAE Ambassador to Azerbaijan since October 2015.

High-level visits:

On October 1994 the delegation under the leadership of the Chairman of the Milli Majlis of the Republic of Azerbaijan visited UAE and has provided the letter of the President of the Republic of Azerbaijan Heydar Aliyev to the President of the UAE Sheikh Zayed bin Sultan Al Nahyan.

On July 08-10, 2003 Minister of Communications of the UAE Ahmed Humeid Al Tayeri visited Azerbaijan.

On April 22-29, 2004 the Minister of the Culture of the Republic of Azerbaijan Polad Bul-buloglu visited UAE.

On April 6-7, 2005 the Minister of Foreign Affairs of the Republic of Azerbaijan Elmar Mammadyarov visited UAE.

On April 2-3, 2006 the Minister of Culture and Tourism of the Republic of Azerbaijan Abulfas Garayev visited UAE.

On May 5-7 2006 the Minister of Communications and Information Technologies of the Republic of Azerbaijan Ali Abbasov visited UAE.

On June 19-21, 2006 the delegation of the UAE headed by the State Minister for Foreign Affairs Mohammad Huseyn Al Shaali visited Azerbaijan for participating at the 33rd Conference of the ministers for foreign affairs of the member states of OIC.

On November 20-21, 2006 the President of the Republic of Azerbaijan Ilham Aliyev visited UAE. During the visit the President of the Republic of Azerbaijan met with the President of the UAE Shaikh Khalifa bin Zayed Al Nahyan.

On May 2-3, 2007 the Minister of Transport of the Republic of Azerbaijan Ziya Mammadov visited UAE.

On November 11-15, 2007 the Minister of Defense of the Republic of Azerbaijan Safar Abiyev visited UAE.

On December 9-11, 2007 the Minister of Internal Affairs of the Republic of Azerbaijan Ramil Usubov visited UAE.

On March 17-19, 2008 the Minister of Foreign Affairs of the Republic of Azerbaijan Elmar Mammadyarov visited UAE. During the visit he met with Crown Prince of Abu Dhabi, Deputy Commander of the Armed Forces of the UAE Sheikh Mohammed bin Zayed Al Nahyan, the Minister of Foreign Affairs Sheikh Abdullah bin Zayed Al Nahyan, Minister of Foreign Trade Sheikha Lubna Al Gasimi and Minister of Economy Sultan bin Saeed Al Mansouri.

On May 26, 2008 the delegation under leadership of the Minister of Foreign Trade Sheikha Lubna Al Gasimi visited Azerbaijan for participating at Azerbaijan UAE First Joint Intergovernmental Commission on economic, trade and technical cooperation.

On May 26, 2008 the First Azerbaijan- UAE Joint Intergovernmental Commission on economic, trade and technical cooperation was held in Baku. On December 21-22, 2009 the Second Azerbaijan-UAE Joint Intergovernmental Commission on economic, trade and technical cooperation was held in Abu Dhabi.

On April 20-21, 2009 the Minister of Economy of the UAE Sultan bin Saeed Al Mansouri visited Azerbaijan.

On May 26, 2009 the Minister of Energy of the UAE Mohammed Dhaen Al Hamili visited Azerbaijan.

On October 13-15, 2009 the delegation under leadership of the Minister of Culture of UAE Abdurrahman bin Mohammed Al Uveys visited Azerbaijan for participating at the 6th Conference of the ministers of culture of the member states of OIC.

On December 21-22, 2009 the delegation under the leadership of the Minister of Economic Development of the Republic of Azerbaijan visited UAE for participating at Azerbaijan- UAE 2nd Joint Intergovernmental Commission.

On June 1-3, 2010 the Minister of Energy of the UAE Mohammed Dhaen Al Hamili visited Azerbaijan to participate at the 17th Caspian International Oil and Gas Conference in Baku.

On January 17, 2011 the Minister of Industry and Energy of the Republic of Azerbaijan Natig Aliyev visited UAE to participate at the Third meeting of the International Renewable Energy Agency (IRENA).

On March 22-23, 2011 the Minister of Foreign Affairs of Azerbaijan Elmar Mammadyarov visited UAE. During the visit “The Memorandum of Understanding between the Ministry of Internal Affairs of the Republic of Azerbaijan and the United Arab Emirates National Committee to Combat Human Trafficking on cooperation in combating human trafficking” was signed.

On February 20-24, the Minister of Defence of the Republic of Azerbaijan Safar Abiyev, the Minister of Defence Industry of the Republic of Azerbaijan Yavar Jamalov and the Head of the State Border Service of the Republic of Azerbaijan Elchin Guliyev visited UAE for participating at the International Defence Exibition and Conference which was held in Abu Dhabi.

On May 3, 2011 the delegation under the leadership of the Minister of Economy of the UAE Sultan bin Saeed Al Mansouri visited Azerbaijan for participating at the 3rd Azerbaijan-UAE Joint Intergovernmental Commission on economic, trade and technical cooperation

On December 5, 2011 the Minister of Emergency Situations of the Republic of Azerbaijan Kamaladdin Heydarov visited UAE for participate at the Gulf Polis Sympozium.

On February 14-15, 2012 UAE Foreign Minister Sheikh Abdulla bin Zayed Al Nahyan visited Azerbaijan.

On October 14-18, 2012 the Minister of Communications and Information Technologies of the Republic of Azerbaijan Ali Abbasov visited UAE for participating at the International Exhibition and Conference “ITU Telecom World 2012” which was held in Dubai.

On October 21-24 2012 the Minister of Industry and Energy of the Republic of Azerbaijan Natig Aliyev visited UAE to participate at the World Energy Forum-2012. Inter-Parliamentary relations: Working group on Inter-Parliamentary cooperation of the Republic of Azerbaijan and the United Arab Emirates was established in 2011. The working group consisting of ten members is led by Amiraslanov Ahliman. Political sphere: Signed document: “The Memorandum of Understanding between the Ministry of Foreign Affairs of the Republic of Azerbaijan and the Ministry of Foreign Affairs of the United Arab Emirates on political consultation”.

On June 9-10, 2010 the First Session of political consultations between the Foreign Ministries of Azerbaijan and UAE was held in Baku. The delegations under the leadership of the Deputy Foreign Minister of the Republic of Azerbaijan Khalaf Khalafov and the Deputy Foreign Minister of the UAE Tarig Heedan were participating at the consultations. During the consultations “The Memorandum of Understanding between the Government of the Republic of Azerbaijan and the Government of the United Arab Emirates on exemption of entry visa for holders of diplomatic passports” was signed.

On May 3, 2011 the Third Azerbaijan-UAE Joint Intergovernmental Commission on economic, trade and technical cooperation was held in Baku. Signed documents: 1. “Agreement on economic, trade and technical cooperation between the Government of the Republic of Azerbaijan and the Government of the United Arab Emirates”; 2. “Convention between the Government of the Republic of Azerbaijan and the Government of the United Arab Emirates for the avoidance of double taxation with respect to taxes on income and on capital”; 3. “Agreement between the Government of the Republic of Azerbaijan and the Government of the United Arab Emirates on the Promotion and Reciprocal Protection of Investments”. Humanitarian sphere: Signed documents: 1. “Agreement between the Government of the Republic of Azerbaijan and the Government of the United Arab Emirates on cooperation in the field of education”; 2. “Agreement between the Government of the Republic of Azerbaijan and the Government of the United Arab Emirates on cooperation in the field of culture”; 3. “Agreement between the Ministry of Health of the Republic of Azerbaijan and the Ministry of Health of the United Arab Emirates on cooperation in the field of public health and medical science”.

On 2-4 May 2011 UAE Minister of Economy Sultan bin Said Al Mansoori visited Baku, where co-chaired teh third session of the Joint Inter-Governmental Commission between Azerbaijan and UAE.

On 14 February 2012 Sheikh Abdulla bin Zayed Al Nahyan, Minister of Foreign Affairs and International Cooperation of UAE visited Azerbaijan.

On 28 June – 1 July 2012 Crown Prince of Fujairah Sheikh Mohammed bin Hamad Ash-Sharqi participated at Crans Montana Forum held in Baku. 

On 18-21 february 2013 Minister of Foreign Affairs of Azerbaijan Elmar Mammadyarov paid an official visit to UAE.

On 19-22 January 2014 delegation led by the chairman of the State Agency on Renewable Energy of Azerbaijan Akim Badalov participated at the Abu Dhabi Sustainability Week.

On 8-11 March 2014 Sheikhulislam Allahshukur Pashazade, Sheikh of the Caucasus, led a delegation of members of Azerbaijan Parliament at the International Forum Protomotion of Peace in Muslim Societies held in Abu Dhabi.

On 17-18 November 2014 Minister of Economy of UAE Sultan bin Said Al Mansoori visited Azerbaijan for chairing the fifth session of the Joint Inter-Governmental Commission between Azerbaijan and UAE.

On 1-2 April 2015 HH Sheikh Mohammed bin Rashid al Maktoum, Vice-President, Prime Minister and Ruler of Dubai paid an official visit to Azerbaijan.

On 1-2 February 2016 President of the Republic of Azerbaijan H.E. Mr. Ilham Aliyev paid an official visit to the United Arab Emirates. President Ilham Aliyev met His Highness Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces and discussed friendship and cooperation between the two countries, along with regional and international issues of mutual concern. President Ilham Aliyev also met Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum. The issues such as peace, stability and economic development were included into the talks. The two leaders focused on ways to further enhance co-operation between the two friendly countries to include wider domains in the investment partnership, trade, tourist and cultural exchange as well as an increase in the number of flights between UAE airports and Baku to contribute positively in developing mutual tourism and bridge the distance between the two friendly peoples especially in terms of mutual visits between business persons and investors of both sides.

On 17-18 February 2016 Deputy Minister of Economy of Azerbaijan Sahil Babayev and general Director of Baku International Sea Trade Port Taleh Ziyadov participated at the business forum held by Dubai Chamber.

On 25-27 April 2016 UAE State Minister Sheikha Lubnah Al Gasimi and President of the Sharjah Media Center Sheikh Sultan bin Ahmed Al Gasimi participated at the Fourth UN Global Forum of Civilizations held in Baku, Azerbaijan.

On 4-6 September 2016 Chairman of the State Property Committee of Azerbaijan Karam Hasanov participated at the Cityscape International Real Estate Exhibition held in Dubai.

On 27-30 September 2016 Mohammed bin Ahmed Al Bavardi, UAE Minister of State for Defence participated at the ADEX 2016 Defence Production Exhibition in Azerbaijan.

On 12-13 October 2016 Ombudsman of Azerbaijan Elmira Suleymanova participated at the “Development Right” international Seminar in Abu Dhabi.

On 19-21 October 2016 chief of State Migration Service of Azerbaijan Firudin Nabiyev paid an official visit to UAE.

On 7-10 November 2016 President of the State Oil Company of Azerbaijan Rovnag Abdullayev participated at the International Oil and Gas Exhibition and Conference ADIPEC held in Abu Dhabi.

On 18-20 November 2016 Minister of Foreign Affairs of Azerbaijan Elmar Mammadyarov took part at the Sir Bani Yas Forum in Abu Dhabi.

On 19-23 February 2017 Minister of Emergency Kamaladdin Heydarov and Chief of Border Service Elchin Guliyev of Azerbaijan were in UAE with working visit, where they participated at the IDEX-2017 Defence Production Exhibition.

On 22-23 March 2017 Deputy Prime Minister of Azerbaijan Ali Ahmadov paid a working visit to UAE, where participated at the International Government Communication Forum held in Sharjah.

On 28-30 May 2017 Minister of Internal Affairs of Azerbaijan Ramil Usubov was in UAE with a working visit. Minister Ramil Usubov met his counterpart Deputy Prime Minister, Minister of Interior of UAE Sheikh Saif bin Zayed al Nahyan and Chief of Dubai Police Abdullah Khalifa al Merri.

On 19-20 April 2017 Minister of Economy, chairman of the Joint Inter-Governmental Commission on Economic Cooperation between the Republic of Azerbaijan and United Arab Emirates Shahin Mustafayev paid a working visit to UAE, where was held the sixth session of the commission. Minister Shahin Mustafayev met his counterpart Sultan bin Said Al Mansoori, Minister of Economy of UAE, Co-chairman of the commission.

On May 21-22 2017 Minister of Foreign Affairs and International Cooperation of the United Arab Emirates HH Sheikh Abdulla bin Zayed al Nahyan paid an official visit to Azerbaijan. Minister was received by President of the Republic of Azerbaijan HE Mr. Ilham Aliyev, First Vice President Mrs. Mehriban Aliyeva, met his counterpart Mr. Elmar Mammadyarov, Minister of Foreign Affairs of the Republic of Azerbaijan, as well as participated at the closing ceremony of the Islamic Solidarity Games held in Baku.
