The United Arab Emirates was one of the first states to recognize the independence of the Republic of Azerbaijan on December 26, 1991. Diplomatic relations between Azerbaijan and the UAE were established on September 1, 1992.

On December 13, 1994, President of the Republic of Azerbaijan Heydar Aliyev met with President of the United Arab Emirates Sheikh Zayed bin Sultan Al Nahyan within the framework of the summit of heads of state and government of the OIC member countries held in Casablanca, Morocco.
On April 11, 1997, the decision of the Milli Majlis of the Republic of Azerbaijan on “Establishment of the Embassy of the Republic of Azerbaijan in the United Arab Emirates” was approved by President of the Republic of Azerbaijan Heydar Aliyev.
A representative of the Abu Dhabi Development Fund participated in both Round Table meetings between the Azerbaijani Government and Arab development funds held in Baku in April 2000 and May 2003.
By Decree No. 444 of the President of the Republic of Azerbaijan dated February 22, 2001, Eldar Nadir oglu Salimov was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the United Arab Emirates.
Since June 16, 2001, the Embassy of the Republic of Azerbaijan has been operating in Abu Dhabi, the capital of the United Arab Emirates.
On December 29-31, 2001, Deputy Minister of Foreign Affairs of the Republic of Azerbaijan Kh. Khalafov paid a working visit to the United Arab Emirates. During the visit, Kh. Khalafov met with the Deputy Minister of Foreign Affairs of the United Arab Emirates, Seif Saeed bin Said, and discussed issues of Azerbaijani-UAE cooperation in various fields.
Within the framework of the visit, Kh. Khalafov delivered a lecture on the topic “Azerbaijan in the system of international relations” at the Sheikh Zayed Coordination Center in Abu Dhabi. The lecture had a practical impact on the formation of a correct opinion in the public of the United Arab Emirates about the reality of Azerbaijan and the aggression of the Republic of Armenia against our country and aroused great interest.
In April 2002, Deputy Minister of Health of the Republic of Azerbaijan E.Agayev participated in the opening ceremony of the “Julphar-2” pharmaceutical complex in the United Arab Emirates and met with members of the ruling family of the Emirate of Ras al-Khaimah.
In December 2002, a delegation led by the Chairman of the Chamber of Commerce and Industry of the Republic of Azerbaijan S.Tatlıyev participated in the 9th Islamic Trade Fair held in Sharjah.
During the visit, the Azerbaijani delegation held meetings with the Ruler of the Emirate of Sharjah Sheikh Sultan bin Mohammed Al-Qasimi, the Chairman of the Sharjah Chamber of Commerce and Industry Ahmed Al-Midfa and its Director General Saeed Al-Jarwan. At the end of the visit, a memorandum of understanding was signed between the Azerbaijani and Sharjah Chambers of Commerce and Industry.
In March 2003, a delegation of the Ministry of Defense of the Republic of Azerbaijan participated in the 6th International Defense Exhibition and Conference “IDEX-2003”.
On March 29, 2003, prominent Azerbaijani artists Farhad Badalbeyli, Fidan and Khuraman Gasimova performed a concert program in Abu Dhabi.
On July 8-10, 2003, a delegation led by Ahmed Humaid Al-Tayer, Minister of Communications of the United Arab Emirates, paid an official visit to Azerbaijan. The members of the delegation met with their counterparts in relevant departments and organizations of our Republic and held discussions on a number of specific issues.
During the visit, an Agreement was signed between the Government of the Republic of Azerbaijan and the Government of the United Arab Emirates on the establishment of air communication between their respective territories and beyond.
On January 25-31, 2004, Deputy Minister of Culture of the Republic of Azerbaijan A. Valiyev paid a working visit to this country at the invitation of the Ministry of Information and Culture of the United Arab Emirates.
During the visit, A. Valiyev held meetings with the Deputy Minister of Information and Culture of the United Arab Emirates, Saqr bin Ghobash, the Head of the Department of Culture, Youth and Sports of the Emirate of Dubai, Bilal al-Kudur, the Head of the Department of Culture of the Emirate of Sharjah, Sheikh Issam Al-Qasimi, and other country officials. During the meetings, a detailed discussion was held on the current state and prospects of cultural relations between Azerbaijan and the United Arab Emirates, and proposals from both sides for further development of cultural cooperation were considered.
On March 2-10, 2004, a personal exhibition of the famous Azerbaijani artist Huseyn Aliyev was held in the United Arab Emirates. The exhibition featured 68 works from the art fund of the Ministry of Culture of the Republic of Azerbaijan and the personal collection of the artist's family.
The opening ceremony of the exhibition was attended by Deputy Minister of Culture of the Republic of Azerbaijan A. Valiyev, Chairman of the Union of Artists F. Khalilov, Ambassador of the Republic of Azerbaijan to the United Arab Emirates E. Salimov, etc., Deputy Chairman of the Abu Dhabi Cultural Foundation Khalfan Al-Mahairi from the UAE, Head of the Department of the Ministry of Information and Culture Walid Al-Zaabi, Head of the Department of the Cultural Foundation Sultan Al-Khatib.
On April 22-29, 2004, the Minister of Culture of the Republic of Azerbaijan P. Bulbuloglu paid an official visit to the United Arab Emirates. At that time, the Days of Azerbaijani Culture were held in this country. A delegation of 62 people arrived in Abu Dhabi in connection with the holding of the Days of Azerbaijani Culture.
On April 25, in Abu Dhabi, the Minister of Culture of Azerbaijan and the Minister of Information and Culture of the UAE signed an Agreement on cooperation in the field of culture between the Government of the Republic of Azerbaijan and the Government of the United Arab Emirates.
It should be noted that the official visit of the Minister of Culture of Azerbaijan to the United Arab Emirates and the Days of Culture held there caused a great resonance in the UAE and yielded high results in terms of recognition of Azerbaijan in this country. The above-mentioned events were widely covered in local media and were met with great interest by the local public and foreign citizens living in the country.
On November 4-7, 2004, a delegation consisting of Deputy Prime Minister of the Republic of Azerbaijan E. Efendiyev, Deputy Minister of Foreign Affairs V. Sadigov and Head of the Second Territorial Department of the Ministry of Foreign Affairs A. Hussein visited the UAE to participate in the condolence ceremony for the death of the President of the United Arab Emirates Sheikh Zayed bin Sultan Al Nahyan. During the visit, the Azerbaijani delegation was received by the newly elected President of the United Arab Emirates.
In 2005, the Days of Culture of the United Arab Emirates were held in Azerbaijan.
On April 6-7, 2005, the Minister of Foreign Affairs of the Republic of Azerbaijan E. Mammadyarov visited the UAE. E. Mammadyarov held meetings with the Minister of Foreign Affairs of the United Arab Emirates Rashid Abdullah Nuaimi and the Minister of Planning Sheikha Lubna bint Khalid Al-Qasimi. During the visit, a memorandum of understanding was signed between the Ministries of Foreign Affairs of the two countries.
On December 28-29, 2005, Khalid Ghanim Al-Gheys, the Ambassador of the United Arab Emirates to Turkey and also accredited to Azerbaijan, paid a visit to Baku and held meetings with the Speaker of the Milli Majlis O. Asadov, the Minister of Economic Development H. Babayev, the Minister of Industry and Energy N. Aliyev, the Deputy Minister of Foreign Affairs Kh. Khalafov, and the Chairman of the Caucasus Muslims Office Sheikhulislam A. Pashazade.
On February 19, 2006, a delegation of the Red Crescent Society of the United Arab Emirates paid a visit to Baku and held meetings with the Deputy Prime Minister of the Republic of Azerbaijan, Chairman of the State Committee for Refugees and Internally Displaced Persons A. Hasanov, and the Chairman of the Caucasus Muslims Office Sheikhulislam A. Pashazade.
On April 2-3, 2006, the Minister of Culture and Tourism of the Republic of Azerbaijan, A. Garayev, paid an official visit to the United Arab Emirates.
On May 5-7, 2006, the Minister of Communications and Information Technologies of the Republic of Azerbaijan, A. Abbasov, paid an official visit to the United Arab Emirates, where he met with the Minister of Public Sector Development, senior officials of the Dubai Internet City, Dubai Technopark, and Etisalat University College, which provides communications and internet services in the country.
A delegation led by Mohammed Hussein Al-Shaali, Minister of State for Foreign Affairs of the United Arab Emirates, participated in the 33rd Conference of OIC Foreign Ministers held in Baku on June 19-21, 2006.
On July 24-31, 2006, the Advisor to the President of the United Arab Emirates on Religious Affairs and Sharia Court Affairs, Sayyid Ali Al-Hashimi, visited Baku and held meetings with the Speaker of the Milli Majlis O. Asadov, Deputy Prime Minister of the Republic of Azerbaijan E. Efendiyev, State Advisor to the President of the Republic of Azerbaijan on National Policy Issues H. Orujov, and Chairman of the Caucasus Muslims Office Sheikhulislam A. Pashazade.
On November 01-03, 2006, a UAE delegation visited Azerbaijan in connection with the holding of the 4th round of meetings to discuss the draft agreement on the elimination of double taxation.
On November 20-21, 2006, the President of the Republic of Azerbaijan Ilham Aliyev paid an official visit to the United Arab Emirates.
On November 20, a one-on-one meeting between the President of the Republic of Azerbaijan and the President of the UAE Sheikh Khalifa bin Zayed Al Nahyan was held at the Al-Mushrif Presidential Palace in Abu Dhabi, as well as an extended meeting with the participation of delegations. On the same day, a dinner was held in honor of the President of the Republic of Azerbaijan on behalf of the President of the United Arab Emirates at the Al-Mushrif Presidential Palace.
On the same day, the President of the Republic of Azerbaijan met with Sheikh Sultan bin Khalifa Al Nahyan, a member of the Abu Dhabi Executive Council, head of the Council of the Crown Prince of the Emirate of Abu Dhabi, and son of the President of the United Arab Emirates. The President of Azerbaijan also met with the Head of Consolidated Energy Resources LLC and Ghobash Trading and Investments Group, Minister of Economy of the United Arab Emirates, Chairman of the Arab Monetary Fund, Sayyid Ahmed Ghobash, and Minister of Economy and Planning, Sheikha Lubna bint Khalid Al-Qasimi.

The President of the Republic of Azerbaijan participated in the Azerbaijan-UAE business forum held in Abu Dhabi, at the UAE Chamber of Commerce building.
On November 21, the President of the Republic of Azerbaijan visited the Sheikh Zayed Mosque and the tomb of the former President of the UAE, Sheikh Zayed bin Sultan Al Nahyan.
On the same day, the President of the Republic of Azerbaijan visited the “Jebel Ali” free trade zone in Dubai, which is considered the largest trade zone in the world.
On the same day, the President of the Republic of Azerbaijan met with the Vice President and Prime Minister of the UAE, Ruler of Dubai, Sheikh Mohammed bin Rashid Al Maktoum in Dubai.
On December 12-14, 2006, a delegation led by the Head of the State Border Service of the Republic of Azerbaijan E. Guliyev paid an official visit to the United Arab Emirates.
By the Order of the President of the Republic of Azerbaijan No. 2082 dated April 5, 2007, E. Salimov was recalled from the post of Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the United Arab Emirates.
On May 2-3, 2007, at the invitation of the Minister of Public Sector Development of the United Arab Emirates, Sultan bin Saeed Al-Mansouri, the Minister of Transport of the Republic of Azerbaijan Z. Mammadov paid an official visit to this country. During the visit, Z. Mammadov held meetings with the Chairman of the Road and Transport Authority of the United Arab Emirates Mattag al-Tahiri, the Vice President of the Jabal Ali Free Economic Zone Ibrahim Al-Janubi, and the Minister of Economy Sheikha Lubna bint Khalid Al-Qasimi. As a result of the visit, an intergovernmental agreement on international automobile transportation was signed between the two countries.
A six-member delegation led by the Minister of Defense of the Republic of Azerbaijan S. Abiyev participated in the international military event “Aerospace-2007” held in Dubai on November 11-15, 2007.
On December 9-11, 2007, at the invitation of the Minister of Internal Affairs of the United Arab Emirates Sheikh Saif bin Zayed Al Nahyan, a delegation led by the Minister of Internal Affairs of the Republic of Azerbaijan R. Usubov, consisting of the Chief of the Baku City Main Police Department R. Abbasov, the Head of the International Cooperation Department of the Ministry of Internal Affairs M. Tukanov and the Assistant to the Minister K. Khankishiyev, paid an official visit to the UAE and held meetings with the Minister of Internal Affairs of the UAE, his deputy Seif Abdullah Al-Shafar, and the Chief of the Dubai Police Department Dahi Khalfan Tamim. During the visit, an Agreement on Security Cooperation was signed between the Government of the Republic of Azerbaijan and the Government of the United Arab Emirates.
In the vote held on March 14, 2008 within the framework of the 62nd Session of the UN General Assembly on the “Situation in the Occupied Territories of Azerbaijan”, the UAE side supported the position of Azerbaijan.
On March 17-19, 2008, the Minister of Foreign Affairs of the Republic of Azerbaijan E. Mammadyarov paid an official visit to the United Arab Emirates, where he held meetings with the Crown Prince of Abu Dhabi, Deputy Supreme Commander of the Armed Forces of the United Arab Emirates Sheikh Mohammed bin Zayed Al Nahyan, Minister of Foreign Affairs Sheikh Abdullah bin Zayed Al Nahyan, Minister of Foreign Trade Sheikha Lubna bint Khalid Al-Qasimi and Minister of Economy Sultan bin Saeed Al-Mansouri.
On May 26, 2008, the first meeting of the Joint Commission on Economic, Trade and Technical Cooperation between the Government of the Republic of Azerbaijan and the Government of the United Arab Emirates was held at the Ministry of Economic Development of the Republic of Azerbaijan. A protocol was signed on the results of the meeting. The documents were signed by the co-chairs of the intergovernmental commission - Minister of Economic Development of the Republic of Azerbaijan H. Babayev and Minister of Foreign Trade of the United Arab Emirates Sheikha Lubna bint Khalid Al-Qasimi. According to the document, the countries will develop cooperation in oil and gas, industry, agriculture, food production, transport, tourism, education, healthcare, customs, ecology and other areas by making presentations on investment and the existing business environment. In addition, it also reflects the continuation of measures to exchange information on international exhibitions, forums and trade events, develop bilateral trade, implement joint projects, and ensure cooperation between businessmen.
Sheikha Lubna Al-Qasimi, Minister of Foreign Trade, who headed the UAE delegation, was received by the President of the Republic of Azerbaijan and met with the Minister of Foreign Affairs of the Republic of Azerbaijan, E. Mammadyarov.
A delegation of the United Arab Emirates' "WAM" News Agency participated in the 30th meeting of the Executive Committee of the Organization of Asian and Pacific News Agencies (OANA) on the theme "Information for All in a Globalizing World" held in Baku on September 1-4, 2008.
On April 20-21, 2009, a delegation led by Sultan bin Saeed Al-Mansouri, Minister of Economy, Chairman of the Federal Transport and Federal Civil Aviation Organizations of the United Arab Emirates, paid a visit to Azerbaijan.
On April 21, the President of the Republic of Azerbaijan received a delegation from the UAE. Sultan bin Saeed Al-Mansouri, who said that he was visiting Azerbaijan with a delegation representing mainly the private sector, emphasized the existence of great opportunities for expanding economic and trade relations between our countries and stated that officials from both countries are interested in further strengthening our relations.
The Head of State noted that there are good prospects for further development of economic relations between Azerbaijan and the United Arab Emirates.
Noting that the main purpose of the visit is to expand economic relations with Azerbaijan, Sultan bin Saeed Al-Mansouri stated that the UAE intends to invest in oil, gas, tourism, transport, aviation and other sectors.
Deputy Minister of Transport of the Republic of Azerbaijan M. Panahov stated that the discussions will cover all areas of transport.
The first conference of heads of law enforcement agencies of OIC member states held in Baku on April 21-22, 2009 was attended by a delegation led by Ahmed Rashid Abdullah Al-Zanhani, Prosecutor of the Technical Bureau of the Prosecutor General's Office of the United Arab Emirates.
A. Al-Zanhani was received by the President of the Republic of Azerbaijan together with the heads of law enforcement agencies of OIC member states.
During the 36th Conference of OIC Foreign Ministers held on May 23-25, 2009, the Minister of Foreign Affairs of the Republic of Azerbaijan E. Mammadyarov met with the Minister of Foreign Affairs of the United Arab Emirates. The issue of opening an embassy of the UAE in Azerbaijan in the near future was discussed at the meeting. The UAE side proposed Azerbaijan to support the UAE's position on the location of the organization's headquarters in Abu Dhabi at the second conference of member states of the International Renewable Energy Agency (IRENA) held in Sharm El-Sheikh, Egypt, on June 29-30, 2009. The Azerbaijani side supported the UAE's candidacy in the elections in question.
On May 26, 2009, a delegation led by the Minister of Energy of the United Arab Emirates, Mohammed bin Dhaen Al-Hamili, paid a short visit to Azerbaijan. M. Al-Hamili was received by the President of the Republic of Azerbaijan. The Minister stated that the main purpose of the visit was to discuss the prospects of cooperation between our countries in the field of energy, both bilaterally and internationally.
On June 8-9, 2009, a delegation led by the Minister of Foreign Affairs of the United Arab Emirates, Sheikh Abdullah bin Zayed Al Nahyan, paid a visit to Azerbaijan. The UAE delegation visited the Alley of Honor and paid tribute to the architect and founder of the modern Azerbaijani state, national leader Heydar Aliyev, and laid a wreath at his grave. Then, the guests visited the Alley of Martyrs to commemorate the heroic sons of the Motherland who sacrificed their lives for the independence and territorial integrity of Azerbaijan and laid a wreath at the "Eternal Flame" monument.
The President of the Republic of Azerbaijan received a delegation from the UAE. Sheikh Abdullah bin Zayed Al Nahyan emphasized that great work has been done under the leadership of President Ilham Aliyev towards the development of our country.
President Ilham Aliyev expressed his satisfaction with the successful development of relations between our countries, recalled his visit to the UAE and his meeting with President Sheikh Khalifa bin Zayed Al Nahyan in a sincere and friendly spirit, and noted that our bilateral cooperation is very active. Stressing that our countries support each other in international organizations, President Ilham Aliyev thanked the UAE for defending our country's position during the discussion of the issue "On the situation in the occupied territories of Azerbaijan" at the UN General Assembly in 2008. Stressing that our bilateral relations have been strengthened in economic, political and other areas, President Ilham Aliyev expressed his confidence that the visit of the UAE Foreign Minister to our country will serve to further expand our relations.
The Minister of Foreign Affairs of the United Arab Emirates met with the Minister of Foreign Affairs of the Republic of Azerbaijan E. Mammadyarov. The guest highly appreciated the development process taking place in our country, emphasized that the UAE is interested in further developing relations with Azerbaijan, and stated that his country will soon open a diplomatic mission in Azerbaijan.
The UAE official stated that his country is interested in developing cooperation with Azerbaijan in the economic sphere, and noted that the petrochemical and tourism sectors are also considered priority areas.
Touching upon the Armenia-Azerbaijan, Nagorno-Karabakh conflict, Sheikh Abdullah bin Zayed Al Nahyan emphasized that the UAE supports the territorial integrity of Azerbaijan, is in favor of the early withdrawal of Armenian military forces from the occupied territories, and is in favor of a diplomatic solution to the problem.
Minister E. Mammadyarov highly appreciated the current state of relations between our countries, noted that the positions of Azerbaijan and the UAE coincide on many international issues, and expressed gratitude to the guest for the UAE's support for Azerbaijan's position on the settlement of the Armenia-Azerbaijan, Nagorno-Karabakh conflict.
E. Mammadyarov emphasized the importance of developing bilateral relations between Azerbaijan and the UAE, and noted the importance of cooperation in the economic and cultural spheres, as well as the exchange of young diplomats. The meeting exchanged views on bilateral, regional and global issues of mutual interest.
Sheikh Abdullah bin Zayed Al Nahyan held meetings with the Minister of Industry and Energy of the Republic of Azerbaijan N. Aliyev and the Minister of Economic Development of the Republic of Azerbaijan Sh. Mustafayev within the framework of his visit to our country.
On September 29, 2009, during his visit to the United Arab Emirates, the Head of the International Cooperation Department of the Ministry of Justice of the Republic of Azerbaijan, Z. Gafarov, met with the Head of the International Cooperation Department of the Ministry of Justice of the UAE, Abdurrahman Murad Al-Bulushi Tariq Ahmed.
A delegation led by the Minister of Culture of the United Arab Emirates, Abdurrahman bin Mohammed Al-Owais, visited Azerbaijan to participate in the 6th Conference of Ministers of Culture of the OIC Member States held in Baku on October 13-15, 2009.
Within the framework of the event, A. Al-Owais was received by the President of the Republic of Azerbaijan together with the heads of delegations of the OIC Member States.
By Decree No. 601 of the President of the Republic of Azerbaijan dated November 19, 2009, Elkhan Jahangir oglu Gahramanov was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the United Arab Emirates.
On December 21-22, 2009, the second meeting of the Joint Commission on Economic, Trade and Technical Cooperation between the Government of the Republic of Azerbaijan and the Government of the UAE was held. In order to participate in the meeting, a delegation headed by the Minister of Economic Development of the Republic of Azerbaijan Sh. Mustafayev visited the UAE.
During the visit, Sh. Mustafayev held bilateral meetings with the Minister of Economy of the United Arab Emirates Sultan bin Saeed Al-Mansur, Minister of Foreign Trade Sheikha Lubna bint Khalid Al-Qasimi, and Member of the Board of Directors of the Abu Dhabi Development Fund Fawziyya Hamad Al-Mubarak.
The meeting discussed cooperation between Azerbaijan and the United Arab Emirates in such areas as tourism, agricultural production, alternative energy, and seawater desalination.
The meeting signed the Protocol of the second meeting of the Joint Commission on Economic, Trade and Technical Cooperation between the Government of the Republic of Azerbaijan and the Government of the United Arab Emirates and a Memorandum of Understanding between AZPROMO and the UAE Federal Chamber of Industry and Commerce.
On January 11, 2010, the Ambassador of the Republic of Azerbaijan to the United Arab Emirates E.Gahramanov presented his credentials to the President of the United Arab Emirates Sheikh Khalifa bin Zayed Al Nahyan.
On January 17, 2010, the Minister of Energy of the Republic of Azerbaijan N.Aliyev participated in the 3rd meeting of the International Renewable Energy Agency (IRENA) held in Abu Dhabi.
On February 21-24, 2010, the Executive Director of the Science Development Fund under the President of Azerbaijan E.Babayev paid a working visit to the Emirate of Sharjah, during which a Memorandum of Understanding was signed between the Science Development Fund under the President of Azerbaijan and the University of Sharjah.
During the 37th Conference of the OIC Council of Foreign Ministers held in Dushanbe, the capital of Tajikistan, on May 18-20, 2010, the Minister of Foreign Affairs of the Republic of Azerbaijan, E. Mammadyarov, met with the Minister of Foreign Affairs of the United Arab Emirates, Sheikh Abdullah bin Zayed al-Nahyan. The issues of Azerbaijan-UAE cooperation were discussed at the meeting, and the UAE Foreign Minister was invited to pay an official visit to Azerbaijan.
A delegation led by the Minister of Energy of the United Arab Emirates, Mohammed bin Dhaen al-Hamili, participated in the 17th Caspian International Oil and Gas Conference held in Baku on June 1-3, 2010.
A delegation led by the Deputy Minister of Foreign Affairs of the United Arab Emirates for Political Affairs, Tariq Ahmed Al-Hida, visited our country on June 8-11, 2010, in order to participate in the political consultations between the Ministries of Foreign Affairs of the Republic of Azerbaijan and the United Arab Emirates, held in Baku on June 9-10, 2010.
At the end of the political consultations, the Deputy Minister of Foreign Affairs of the Republic of Azerbaijan, Kh. Khalafov, and the Deputy Minister of Foreign Affairs of the United Arab Emirates signed the “Memorandum of Understanding between the Government of the Republic of Azerbaijan and the Government of the United Arab Emirates on the Exemption from Entry Visas for Persons Holding Diplomatic Passports”.
During the visit, the UAE delegation was received by the Minister of Foreign Affairs of the Republic of Azerbaijan, E. Mammadyarov, Deputy Ministers of Foreign Affairs, A. Azimov and H. Pashayev, and visited the Azerbaijan Diplomatic Academy.
The Minister of Defense of the Republic of Azerbaijan S. Abiyev, Minister of Defense Industry Y. Jamalov and Head of the State Border Service E. Guliyev participated in the “IDEX-2011” International Defense Exhibition and Conference held in Abu Dhabi on February 20-24, 2011.
On March 21-23, 2011, a delegation led by the Minister of Foreign Affairs of the Republic of Azerbaijan E. Mammadyarov visited the United Arab Emirates. Within the framework of his visit to the UAE, E. Mammadyarov met with the Minister of Foreign Affairs of the country Sheikh Abdullah bin Zayed Al Nahyan.
During the visit, a “Memorandum of Understanding on Cooperation between the Ministry of Internal Affairs of the Republic of Azerbaijan and the National Committee for Combating Human Trafficking of the United Arab Emirates” was signed.
On April 23-24, 2011, Her Highness Haya Bint Al Hussein, wife of Sheikh Mohammed bin Rashid Al Maktoum, President of the International Equestrian Federation, Vice President, Prime Minister of the United Arab Emirates, Ruler of Dubai, paid a visit to Azerbaijan. On April 24, President of the Republic of Azerbaijan Ilham Aliyev received Her Highness Haya Bint Al Hussein, President of the International Equestrian Federation.
The 3rd meeting of the Joint Commission on Economic, Trade and Technical Cooperation between the Government of the Republic of Azerbaijan and the Government of the United Arab Emirates was held in Baku on May 2-4, 2011. A delegation led by Sultan bin Saeed Al-Mansouri, Minister of Economy of the United Arab Emirates, visited Azerbaijan to participate in the meeting.
The Protocol of the third meeting of the Joint Commission on Economic, Trade and Technical Cooperation between the Government of the Republic of Azerbaijan and the Government of the UAE was signed at the meeting.
On October 28, 2011, the new Ambassador of the United Arab Emirates to Azerbaijan, Salim Khalifa Al-Ghafli, whose residence is in Baku, presented a copy of his credentials to the Minister of Foreign Affairs of the Republic of Azerbaijan, E. Mammadyarov.
On November 2, 2011, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, accepted the credentials of the newly appointed Ambassador of the United Arab Emirates to Azerbaijan, Mr. Salim Khalifa Al-Ghafli.
On February 14, 2012, a delegation led by the Minister of Foreign Affairs of the United Arab Emirates, Sheikh Abdullah bin Zayed Al Nahyan, paid a visit to Azerbaijan.
During the visit, Sheikh Abdullah bin Zayed Al Nahyan held meetings with the President of the Republic of Azerbaijan, His Excellency I. Aliyev, Minister of Foreign Affairs, E. Mammadyarov, Minister of Industry and Energy, N. Aliyev, as well as Minister of Economic Development, Sh. Mustafayev.
On March 14, 2012, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, signed a Decree on the establishment of the Consulate General of the Republic of Azerbaijan in Dubai.
By the Order No. 2315 of the President of the Republic of Azerbaijan dated July 2, 2012, Parviz Ismayilzadeh was appointed Consul General of the Republic of Azerbaijan in Dubai.
The Crown Prince of the Emirate of Fujairah of the United Arab Emirates, Sheikh Mohammed bin Hamad Al-Sharqi, participated in the Crans Montana forum held in Baku from June 28 to July 1, 2012. During the visit, Sheikh Mohammed Al-Sharqi was received by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev.
On December 19, 2012, the 4th meeting of the Joint Commission on Economic, Trade and Technical Cooperation between the Government of the Republic of Azerbaijan and the Government of the United Arab Emirates was held in Dubai, United Arab Emirates.
Azerbaijan and the UAE cooperate within the framework of the UN, the OIC and other influential regional and international organizations. The UAE side supports the fair position of Azerbaijan in relation to the Armenia-Azerbaijan, Nagorno-Karabakh conflict.
Considering that there are more than one million refugees and internally displaced persons in Azerbaijan, relevant work has been done to establish close relations with the UAE Red Crescent Society, the “Dar al-Bir” charity, the Zayed bin Sultan Al Nahyan Charity Organization and other humanitarian organizations.
Humanitarian organizations of the UAE have regularly sent humanitarian aid to refugees and internally displaced persons in Azerbaijan. It should be noted that the representative office of the “Dar al-Bir” charity has been operating in Baku since 1996.
In 1996, the Abu Dhabi Development Fund allocated 10 million US dollars to the Azerbaijani side for the implementation of the “Baku Ring Road Reconstruction Project”. On March 22, 2004, a Loan Agreement was signed in Abu Dhabi between the Government of the Republic of Azerbaijan and the Abu Dhabi Development Fund on financing the Baku Ring Road project. The agreement was signed by Ambassador E. Salimov and Saeed Khalfan Al-Rumaysi, Director General of the Abu Dhabi Fund for Development.
In 2012, a representative office of the Dubai Chamber of Commerce and Industry (DCCI) was opened in Baku. This representative office was the first DCCI to open abroad.
On February 18-21, 2013, the Minister of Foreign Affairs of the Republic of Azerbaijan, Mr. E. Mammadyarov, paid a visit to this country at the invitation of the Minister of Foreign Affairs of the United Arab Emirates, Sheikh Abdullah bin Zayed Al Nahyan. Within the framework of the official visit, he met with the Minister of Foreign Affairs of the United Arab Emirates, Sheikh Abdullah bin Zayed Al Nahyan. During the meeting, satisfaction was expressed with the level of development of bilateral relations, and views were exchanged on the possibilities of further expanding cooperation in the economic sphere and implementing joint investment projects.
On January 19-22, 2014, a delegation led by the Chairman of the State Agency for Alternative and Renewable Energy Sources of the Republic of Azerbaijan, Akim Badalov, paid a visit to the United Arab Emirates. During the visit, the delegation participated in the official opening ceremony of the “Abu Dhabi Sustainability Week” and held bilateral meetings with the heads of the Abu Dhabi Fund for Development and the International Renewable Energy Agency (IRENA).
On March 8-11, 2014, a delegation led by the Chairman of the Caucasus Muslims Board (CMB) Sheikhulislam Allahshukur Pashazadeh, consisting of members of the Milli Majlis of the Republic of Azerbaijan Rabiyyat Aslanova, Hadi Rajabli, Huseynbala Miralamov and Javanshir Pashazadeh, as well as the Deputy Chairman of the CMB Sabir Hasanli and the Head of the CMB Foreign Relations Department Muqtadz Payizov, paid an official visit to the capital Abu Dhabi at the invitation of the Minister of Foreign Affairs of the United Arab Emirates Sheikh Abdullah bin Zayed Al Nahyan to participate in the international Forum “Promoting Peace in Muslim Societies”.
A delegation led by Sultan bin Saeed Al Mansouri, Minister of Economy of the United Arab Emirates, visited the Republic of Azerbaijan on November 17-18, 2014, to participate in the fifth meeting of the Joint Intergovernmental Commission on Economic, Trade and Technical Cooperation between the Republic of Azerbaijan and the United Arab Emirates, held in Baku.
A delegation led by Akim Badalov, Chairman of the State Agency for Alternative and Renewable Energy Sources of the Republic of Azerbaijan, visited the UAE on January 16-23, 2015. During the visit, the Azerbaijani delegation participated in the 5th meeting of the Assembly of the International Renewable Energy Agency (IRENA) and the official opening ceremony of the Abu Dhabi Energy Week. At the same time, the delegation held bilateral meetings with the leadership of the UAE Ministry of Energy, the Abu Dhabi Fund for Development (ADFD), the Masdar Institute and the Dubai Electricity and Water Authority.
On April 1-2, 2015, a delegation led by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, paid a visit to Baku at the invitation of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev. Within the framework of the visit, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, received the delegation. At the end of the meeting, a “Memorandum of Understanding on Emergency Management” and a “Memorandum of Understanding on Assistance and Mutual Cooperation” in the field of securities were signed.
On May 23-27, 2015, a delegation led by Jasim Mohammed Al-Zaabi, Director General of the General Authority for Security of Ports, Borders and Free Zones of the Supreme National Security Council of the United Arab Emirates, paid a visit to Baku at the invitation of Colonel General E. Guliyev, Chief of the State Border Service of the Republic of Azerbaijan - Commander of the Border Troops. During the visit, the delegation held meetings with the Head of the State Border Service - Commander of the Border Troops, Colonel General E. Guliyev, the Head of the State Migration Service, Major General F. Nabiyev, and the Minister of Defense Industry, Y. Jamalov.
On October 20, 2015, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, accepted the credentials of the newly appointed Ambassador of the United Arab Emirates to Azerbaijan, Mr. Mohammed Halim Al-Qubeysi.
In accordance with the Decree of the President of the Republic of Azerbaijan dated November 25, 2015, Elkhan Jahangir oglu Gahramanov was recalled from the post of Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the United Arab Emirates.
According to the Decree of the President of the Republic of Azerbaijan dated January 12, 2016, Dashgin Mazi oglu Shikarov was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the United Arab Emirates.
On January 16-17, 2016, a delegation led by Jamil Malikov, Deputy Chairman of the State Agency for Alternative and Renewable Energy Sources of the Republic of Azerbaijan, participated in the 6th meeting of the Assembly of the International Renewable Energy Agency held in Abu Dhabi.
On February 1-2, 2016, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, paid an official visit to the United Arab Emirates.
On February 1, a meeting was held in an expanded format between the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, and the Crown Prince of Abu Dhabi, Deputy Supreme Commander of the United Arab Emirates Armed Forces, Sheikh Mohammed bin Zayed Al Nahyan.
At the end of his visit to Abu Dhabi, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, visited the Sheikh Zayed Mosque complex, the founder of the country, got acquainted with the information about the complex and wrote his heartfelt words in the memorial book.
On February 2, a meeting was held in an expanded format between President Mr. Ilham Aliyev and Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai.
After the completion of the expanded format meeting, the signing ceremony of the following documents was held with the participation of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev and Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai.
- “Agreement on institutional cooperation in maritime transport between the Government of the Republic of Azerbaijan and the Government of the United Arab Emirates” (signed by the Minister of Economy Sh. Mustafayev and the Minister of Cabinet Affairs and Future Mohammed Abdullah Al Gargavi);
- “Memorandum of Understanding on cooperation in the field of information and communication technologies between the Ministry of Communications and High Technologies of the Republic of Azerbaijan and the General Department for Regulation of the Telecommunications Sector of the United Arab Emirates” (signed by the Minister of Economy Sh. Mustafayev and the Minister of Cabinet Affairs and Future Mohammed Abdullah Al Gargavi).
On that day, the President of Azerbaijan visited the world's tallest skyscraper, the Burj Khalifa, and was briefed on the building.
On February 15, 2016, Ambassador Dashgin Mazi oglu Shikarov presented his credentials to Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister of the United Arab Emirates, and Ruler of Dubai.
On February 17-18, 2016, the 1st Global Business Forum entitled "The Commonwealth of Independent States: Ancient Routes - New Opportunities" organized by the Dubai Chamber of Commerce and Industry was attended by Sahil Babayev, Deputy Minister of Economy of the Republic of Azerbaijan, and Taleh Ziyadov, General Director of the Baku International Sea Trade Port.
Sheikha Lubna Al Qasimi, Minister of State for Tolerance of the United Arab Emirates, as well as Sheikh Sultan bin Ahmed Al Qasimi, President of the Sharjah Press Center, participated in the 7th Global Forum of the UN Alliance of Civilizations, hosted by Baku on April 25-27, 2016. During the visit, the guests were received by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, the First Lady of Azerbaijan, President of the Heydar Aliyev Foundation, Goodwill Ambassador of UNESCO and ISESCO, Mrs. Mehriban Aliyeva, and the Minister of Foreign Affairs, Mr. E. Mammadyarov.
A delegation headed by A. Ismiev, Head of the Tourism Department of the Ministry of Culture and Tourism of the Republic of Azerbaijan, participated in the “Arabian Travel Market 2016” International Tourism Exhibition held in Dubai on April 25-28, 2016. The exhibition was also attended by 19 tourism companies and hotels, including “Shahdag Mountain Resort”, “SW travel”, “Greenwich Travel”, “Geo-travel”, “The Tour”, “Green Apple”, “Khazar Travel”, “Pasha Travel”, “Millennium tourism”, “Victory tour”, “Falcon travel”, “Turizm.az”, “Atlas Travel”, “Delta travel”, “Flame Tour and travel”, “Jumeirah Hotel Baku”, “Excelsior Hotel Baku”, “Hilton Hotel Baku”, “Fairmont Hotel Baku”.
On May 2, 2016, a delegation led by Zaur Aliyev, Director of the State Agency for Compulsory Medical Insurance under the Cabinet of Ministers of the Republic of Azerbaijan, visited Abu Dhabi. The purpose of the visit was to get acquainted with the system established under the compulsory medical insurance system in Abu Dhabi, the mechanisms for financing healthcare, hold meetings in local institutions, and study existing experience. During the visit, a meeting was also held with the Director General of the Abu Dhabi Health Authority, Ms. Maha Taysir Barakat.
On June 9-10, 2016, Tariq Oliveira Shayya, Chairman of the Board of Directors of EXPO 2020, visited Baku. During the visit, meetings were held with the Minister of Economy of the Republic of Azerbaijan, the Minister of Culture and Tourism, and the Director of the Heydar Aliyev Center, and the issues of our country's participation in EXPO 2020 were discussed.
On September 4-6, 2016, a delegation led by the Chairman of the State Committee for Real Estate Issues of the Republic of Azerbaijan, Kerem Hasanov, participated in the “Citiscape Global” Real Estate Exhibition. The purpose of the visit was to study the organizational experience of the “Citiscape Global” exhibition ahead of the REC Expo exhibition to be held in our country.
A delegation led by Mohammed bin Ahmed Al-Bawardi, Minister of State for Defense of the United Arab Emirates, participated in the “ADEX 2016” International Defense Exhibition held in Baku on September 27-30, 2016.
On October 12-13, 2016, the Commissioner for Human Rights (Ombudsman) Elmira Suleymanova participated in the international seminar on the topic of “Development Law” held by the Independent Permanent Commission on Human Rights of the Organization of Islamic Cooperation (OIC) in Abu Dhabi.
On October 19-21, 2016, a delegation led by Firudin Nabiyev, Head of the State Migration Service of the Republic of Azerbaijan, State Migration Service Advisor of the II degree, paid an official visit to the United Arab Emirates.
A delegation led by the President of the State Oil Company of the Republic of Azerbaijan (SOCAR), R. Abdullayev, participated in the International Petroleum Exhibition and Conference - ADIPEC 2016, held in Abu Dhabi on November 7-10, 2016.
On November 15-17, 2016, the Chairman of the Dubai Chamber of Commerce and Industry, Majid Saif Al Ghurair, paid a visit to our country. During the visit, the DTSP delegation held meetings with the President of the Republic of Azerbaijan, the Ministers of Economy and Emergency Situations, the Chairman of the State Committee for Property Issues, as well as a number of Azerbaijani companies, and discussed ways to develop trade and investment relations between the two sides.
On November 18-20, 2016, the Minister of Foreign Affairs of the Republic of Azerbaijan, E. Mammadyarov, participated in the “Sir Bani Yas Forum” held in Abu Dhabi.
On November 21-25, 2016, a delegation led by the Rector of the Baku Higher Oil School, E. Gasimov, visited Abu Dhabi and Dubai with the leadership of Heriot-Watt University-Dubai to discuss bilateral cooperation and the prospects for cooperation with the Abu Dhabi Petroleum Institute.
The International Defense Exhibition and Conference “IDEX-2017” held in Abu Dhabi on February 19-23, 2017 was attended by delegations led by the Minister of Emergency Situations of the Republic of Azerbaijan, Colonel General K. Heydarov, the Chief of the State Border Service of the Republic of Azerbaijan - Commander of the Border Troops, Colonel General E. Guliyev, as well as delegations from the Ministries of Defense Industry and Internal Affairs of the Republic of Azerbaijan.
The Deputy Prime Minister of the Republic of Azerbaijan, A. Ahmadov, participated as an honorary guest at the “International Government Communications Forum” held in Sharjah on March 22-23, 2017. At the opening of the forum, the Deputy Prime Minister made a speech about the importance of international government communications against the backdrop of modern global challenges, as well as the achievements of Azerbaijan over the past 12 years, and also touched upon the Armenia-Azerbaijan Nagorno-Karabakh conflict.
On March 28-30, 2017, a delegation led by the Minister of Internal Affairs of the Republic of Azerbaijan, Colonel General R. Usubov, paid an official visit to the United Arab Emirates.
On April 19-20, 2017, the 6th meeting of the Joint Commission on Economic, Trade and Technical Cooperation between the Government of the Republic of Azerbaijan and the Government of the United Arab Emirates was held in Dubai. At the end of the meeting, the Minister of Economy of the Republic of Azerbaijan Sh. Mustafayev and the Minister of Economy of the United Arab Emirates Sultan bin Saeed Al-Mansouri signed a Protocol.
During the visit, the delegation led by the Minister of Economy of the Republic of Azerbaijan also met with the President of “DP World” Sultan bin Sulaym and familiarized themselves with the detailed presentation prepared by the company regarding the establishment of a Free Trade Zone in the territory of the Alat Sea Port. The delegation also got acquainted with the capabilities of the “VPS Healthcare” company. At the same time, a Business Forum was held at the Dubai Chamber of Commerce and Industry with the participation of businessmen from both sides.
On May 21-22, 2017, Sheikh Abdullah bin Zayed Al Nahyan, Minister of Foreign Affairs and International Cooperation of the United Arab Emirates, paid an official visit to Azerbaijan. The Minister was received by the President of the Republic of Azerbaijan, His Excellency Mr. Ilham Aliyev, and First Vice-President Mehriban Aliyeva. Within the framework of the visit, a meeting was held between the Minister of Foreign Affairs of the Republic of Azerbaijan, Elmar Mammadyarov, and Sheikh Abdullah bin Zayed Al Nahyan, with the participation of delegations from both countries. During the meetings, satisfaction with the development of political relations between the two countries, mutual respect and support for each other's territorial integrity and sovereignty, and the inviolability of their internationally recognized borders were once again expressed. The parties appreciated the cooperation and exchange of experience between the Jebel Ali Port of Dubai and the Baku International Sea Trade Port. Elmar Mammadyarov assessed as a positive step the introduction of a simplified visa regime for UAE citizens and, as a result, the more than 30-fold increase in the number of tourists from the UAE in 2016 compared to 2015. It was also noted that the number of weekly flights had reached 30, that new flights connecting the cities of the UAE and Azerbaijan were planned, and that such steps would further contribute to the increase in people-to-people and business contacts between the two countries.
During the visit, a "Memorandum of Understanding on Mutual Recognition of Conformity Certificates and Conformity Marks between the State Committee for Standardization, Metrology and Patenting of the Republic of Azerbaijan and the Emirates Authority for Standardization and Metrology of the United Arab Emirates" was signed. Sheikh Abdullah bin Zayed al Nahyan also attended the closing ceremony of the 4th Islamic Solidarity Games held in Baku.
